Intervention: Why? When? How can it succeed? - Thursday 15 – Sunday 18 January 2004
What are the moral, legal, pragmatic and political implications of military intervention? Do specific threats of terrorism and nuclear, chemical and biological weapon proliferation posed by “rogue” states provide adequate justification? What lessons can be learned from recent interventions designed to achieve regime change? Do we need a doctrine for intervention? Does “just war “ theory provide a guide? What are the key elements for success? Is intervention the most effective way for the US, UN, EU and other international organisations to deal with “failing” states and foster transition to democracy? How vital is it to persuade public opinion of the need for military intervention? What role for policy-making elites and for the intelligence community?
