4 May 2007 Bangkok Thailand Working Group III of the Intergovernmental Panel on Climate Change (IPCC) has published its Summary for Policy Makers report on mitigation of climate change. The report acknowledged the role of nuclear energy as an option for reducing greenhouse gas emissions, but said that safety, weapons proliferation and waste remain as constraints.lick Here
Report of the Secretary-General There has never been a greater need for education in the areas of disarmament and non-proliferation, especially with regard to weapons of mass destruction, but also in the field of small arms and international terrorism. Since the end of the cold war, changing concepts of security and threat have demanded new thinking. Such new thinking will arise from those who are educated and trained today.

The Wall Street Journal : Opinion June 20, 2008; If claims by Iran that it's building 3,000 more centrifuges to enrich nuclear fuel are true, then the Bush administration and Congress face a more serious challenge than we first thought. Even assuming that Iran intends to use nuclear energy solely for peaceful purposes – and there are very good reasons to doubt Iran's stated intentions – the dangers posed by unsupervised, weapons-grade material in the hands of a regime that has threatened to "wipe Israel off the map" are unacceptable. The best course would be to persuade Iran to abandon its designs on the bomb and make its nuclear activities completely transparent to international authorities – as three United Nations Resolutions have required. But Iran is not the only problem. Other countries may travel down the same path, waving the banner of peaceful nuclear energy. Some – including North Korea – already have, and the international system is ill-prepared to prevent wannabes. More >>>

Nuclear Export Controls in India: A Review of Existing Systems and Prospects for Enhanced India-US Cooperation. By Gaurav Rajen ABSTRACT The objective of this paper is to review the governing system of export controls that India has created. The paper first focuses on the development and a description of India’s nuclear control list. Then a description of the approval/denial process used within India to control the export of dual-use items is presented. The paper is a review of the existing system, and as such represents a resource for analysts to begin assessing vulnerabilities and techniques for strengthening Indian export control systems. Finally, the paper suggests some ideas for strengthening cooperation between the US and Indian governments in enhancing export controls. Possible increased cooperation could include working with trade and small business associations and institutes of foreign trade education to create greater awareness among key players – the small trading houses and suppliers likely to be handling sensitive materials.PDF
A $50 million funding allocation granted by the US Congress towards a nuclear fuel reserve managed by the International Atomic Energy Agency (IAEA) has been welcomed by agency director general Mohamed ElBaradei. ElBaradei said: "I have long been advocating the establishment of assurance of supply mechanisms in view of increasing demand for nuclear power and to strengthen non-proliferation. A fuel bank of last resort, under IAEA auspices and operating on the basis of apolitical and non-discriminatory non-proliferation criteria, would be central to such mechanisms, he said. ElBaradei described the action of the US Congress as a positive step towards this, adding "In addition to the $50 million already pledged by the Nuclear Threat Initiative (NTI), it brings such a fuel bank closer to realisation."The US funding allocation was signed into law by President George Bush on 26 December 2007. It matches a September 2006 commitment of $50 million from NTI, an organization committed to reducing threats from nuclear, chemical and biological weapons co-chaired by philanthropist CNN founder Ted Turner and former US Senator Sam Nunn.lick Here Four nuclear power plants operated normally during the 7.2 magnitude earthquake in the prefecture of Iwate, northern Japan.
